Saudi Arabia under MBS imposed some of the strictest vaccine mandates in the world, effectively making life very difficult for those who refused:
Restrictions on Unvaccinated (from August 1, 2021):
- Banned from entering government buildings, offices, malls, universities, schools, gyms, entertainment venues, and public transport
- Banned from performing Umrah pilgrimage and traveling abroad
- Blocked from grocery stores in some cases
- Cannot enter commercial establishments
Workplace Consequences:
- Unvaccinated workers forced to work remotely
- If remote work impossible → placed on annual leave, then 20 days unpaid leave
- After that → employment contract suspended
- Could face termination for cause (gross misconduct) under Labor Law
- Possible fines (up to 5 days' wages/month), promotion delays, or dismissal
Enforcement:
- Uses the Tawakkalna app — everyone must show vaccination status to enter any venue
- No opt-out via negative test — only vaccination, recovery, or medical exemption accepted
- Businesses fined SAR 10,000–100,000 for allowing unvaccinated people inside, with possible temporary closure
Result:
- 71.7% of the population fully vaccinated by late 2022
- As one analyst put it: "There is not much room for personal choices that clash with Saudi Vision 2030"
- Some citizens resorted to social media hashtags like "No to compulsory vaccination" and "My body, my choice" — but the state largely ignored dissent
In short, MBS took a zero-tolerance, coercive approach — the unvaccinated were effectively locked out of public life and employment.
